Colorado educators have participated in various international teacher exchange programs since the 1940s. CITEL was formed in 1985 by a group of exchange educators returning to Colorado.

Since then CITEL has evolved into a well-organized network of educators dedicated to sharing, supporting and promoting the concept of international teacher exchanges. CITEL is a non-profit 501(c)(3) organization.
